The Public Law team of the firm intervenes in all areas of public law (public procurement and administrative contracts, economic public law, public property law, local government law, European law, and constitutional law).
The lawyers in the Public Law team advise public entities (State, local authorities, public enterprises) and private entities (industrial groups, economic operators, banks, and insurers) on managing their regulatory environment. The team works closely with other teams within the firm, particularly our Real Estate Law team and our M&A teams, as part of its projects. The Public Law team’s activities are divided between advisory services and litigation, thus enabling the firm to ensure comprehensive monitoring of the legal issues faced by its clients

The Public Law team assists its clients in drawing up and implementing public contracts (public procurement contracts, concessions and other complex contracts), as well as contracts for the occupation of public property.
Our team also assists clients with projects requiring them to obtain and maintain administrative authorisations, as well as carrying out regulatory audits. In particular, it works with clients whose activities are regulated by the public authorities in the electronic communications, audiovisual, energy, public transport, banking and insurance sectors.
The Public Law team has a strong practice in economic regulation, particularly in the field of state aid and merger control.
In addition, the Public Law team represents its clients before all the administrative courts (administrative tribunals, administrative courts of appeal, Conseil d’Etat) in both substantive and summary proceedings.
It also provides its expertise before the civil and commercial courts in cases involving or related to public law issues. The Public Law team has also developed an in-depth practice in constitutional litigation (including briefs in intervention and priority questions of constitutionality before the Constitutional Council) and European litigation (CJEU, TEU).
Finally, members of the team assist their clients before the sector regulators (Arcep, Arcom, CRE, ART) in all procedures applicable before these authorities (dispute resolution procedure, sanctions procedure).
